Have you also noticed that amazon and similar online shopping sites sell a lot of goods cheaper than you would find on the high street or direct from the maker? That's just how it works.
The ingame store is likely to always charge RRP, for several reasons, e.g. other retailers would not be happy if the maker (Anet via the in game store) undercut them. Many online shoping sites and even high street stores will reduce the price below RRP to sell more of the item and hence make more money overall.
As an alternative viewpoint, why would they (Anet) reduce the price? If people want to buy from the in game store they will whatever the price.
If you want an actual answer then try this:
The in game store is instant, there are no delivery costs, no waiting and no petrol to drive your car to your local high street, it is quicker and more convenient, and to many that is probably worth the extra cost.
Or to summarise: Capitalism.
